Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
